CONSTITUTION AND BYLAWS OF THE
ANDERSON HIGH SCHOOL CHOIR BOOSTERS ASSOCIATION
L. C. ANDERSON HIGH SCHOOL
AUSTIN, TX
ARTICLE I - NAME
The name of this organization shall be "Anderson High School Choir
Booster Association".
ARTICLE II - PURPOSE
The objectives of this Association shall be to lend all possible
moral, financial, and physical support to the choral music department
of Anderson High School.
ARTICLE III - POLICIES
1. This Association shall cooperate with the policies established
by the administration of Anderson High School and the School Board
of the Austin Independent School District.
2. This Association shall cooperate and support the policies of
the Director of Choirs.
ARTICLE IV - MEMBERSHIP AND DUES
Membership in this Association shall be active or honorary. All parents
are automatically honorary members. DUES MUST BE PAID TO BECOME
AN ACTIVE VOTING MEMBER. Dues must be paid by March 1 to vote in
the April elections of the same year. All parents/guardians and teachers
at Anderson High School are eligible for active membership. Any person
or persons other than parents/guardians of Anderson High School students
who are interested in the choral music program of said school, may be
an active voting member upon paying dues. The annual dues shall be
set by the Executive Board.
ARTICLE V - OFFICERS
The elected officers of this Association shall be President, Vice President,
Secretary, and Treasurer.
ARTICLE VI - DUTIES OF OFFICERS
1. The President shall preside at all meetings of this Association, appoint
all committee chairpersons, with the approval of the Board Members, and shall be
an Ex Officio member of all committees.
2. The Vice President shall assume all duties of the President in their absence,
and shall assist the President at all times. The Vice President oversees
all committees.
3. The Secretary shall record minutes of each regular meeting and perform such
duties as pertain to that office. Minutes of the Executive Board shall be
recorded by the Secretary and read at the next regular meeting.
4. The Treasurer shall assist the Director of Choirs in the creation of an
annual budget for the Association, subject to the approval of the Executive
Board. The Treasurer shall receive all funds due the Association and deposit
same with the school bookkeeper. All expenditures shall be paid through
the AISD purchase request process, signed by the Treasurer or President and
the Director of Choirs, in accordance with the approved budget, or as authorized
by the Executive Board, with final approval given by the school Principal.
The Treasurer shall file all receipts and keep an account of all receipts
and expenditures, and shall make a report at each meeting. The records of
the Treasurer shall be open at all times for inspection by any member
of the Executive Board. At the end of each school year, all financial records
of the Association shall be given to the school bookkeeper for review.
ARTICLE VII - EXECUTIVE BOARD
1. The Executive Board shall be comprised of the Elected Officers, Director of
Choirs, and Chair Persons of the various committees.
2. The Executive Board shall designate time and place of all meetings and
shall have general supervision of all affairs of the Association.
3. The Executive Board shall transact necessary business in the intervals
between Association meetings and other business as may be referred to
it by the Association.
4. The Ex Officio members of the Executive Board shall be the Principal of
the school and the spouses of the elected members. Ex Officio members shall
serve in an advisory capacity and shall not have a vote on Board matters.
ARTICLE VIII - MEETINGS
1. The regular meetings of the Association shall be held during September
and April at a date and time designated by the Executive Board. Additional
meetings may be held at the Board's discretion and notices of these
additional meetings will be sent at least 10 (ten) days before said meeting.
2. Meetings of the Executive Board shall be prior to regular Association
meetings or subject to call by the Director of Choirs, President, or
any 3 (three) members of the Executive Board.
ARTICLE IX - QUORUM
1. A majority of the members of the Executive Board and the attendance
of the Director of Choirs shall constitute a Quorum of the Board.
2. The active membership present and the attendance of the Director of
Choirs shall constitute a Quorum of the Association.
ARTICLE X - STANDING COMMITTEES
The standing committees and their duties shall be determined by the
Executive Board of this Association.
ARTICLE XI - ELECTIONS
1. A Nominating Committee shall be appointed by the Executive Board. After
consultation with the Director of Choirs, the Nominating Committee shall
make its report of the recommended slate of officers to the general membership
by written or electronic bulletins of notification at least one month prior
to the April meeting. After the report of the Nominating Committee has been
submitted, nominations may be made from the floor, provided consent of the
nominee has been secured, and all nominees must be elected from the active
membership.
2. All nominees must be active members of the Association as well as parents
of participating choir members.
3. Annual meeting for the election of officers shall be held during the month
of April. Newly elected officers will take office at the close of the
school year.
4. A majority vote of the active members present shall be considered a
bona fide election.
5. No officers shall hold the same office for more than 2 (two) consecutive years.
ARTICLE XII - VACANCY
A vacancy occurring in an elected office shall be filled by the Executive Board.
ARTICLE XIII - AMENDMENTS
1. All proposed amendments to the Constitution and Bylaws shall be
presented to the Executive Board for consideration.
2. The Executive Board shall present any approved amendment to the general
membership for consideration at a regular membership meeting designated
by the Board.
3. The Constitution and Bylaws may be amended by the majority vote of the
active members present at the designated meeting.
